Rare pre Imperial Munitions Board Of Canada - S Co of C Shell Department -"Shell Committee Of Canada Shell Department" large brass 38mm diameter in blue enamel with white Ensign Flag pinback badge . The Shell Committee was appointed by Sir Sam Hughes , Minister Of Militia on September 07,1914 . The Shell Committee was a disaster due to alleged corruption, political favouritism giving contracts & failure to deliver those shells on time and caused a "Shell Crisis" & strife between the Canadian Government and British War Office . In late 1916 Prime Minister Borden replaced the Shell Committee with the Imperial Munitions Board to be run by well-known Toronto businessman Joseph Flavelle .
